25 years of modern radio spectrum management in Romania

The National Authority for Management and Regulation in Communications of Romania (ANCOM) looked back on the modern spectrum management activity in Romania and analysed its future perspectives, placing special emphasis on emergency communications and on investigating dynamic access to spectrum resources,  during its international conference entitled “Riding the (RADIO)waves of change”.
”Communications have been a priority for the Romanian authorities for 150 years, ever since Romania became a member of the International Telecommunication Union. Today, we are celebrating this moment, as well as 25 years of modern management of the radio frequency spectrum, one of the essential resources of a state, which technological advancements are rendering more valuable than ever”, declared Catalin Marinescu, President of ANCOM.
Radio spectrum management
The first of the three conference sessions was dedicated to a retrospective look at the spectrum management activity and to a synopsis of the current situation of Romanian communications. Representatives of the International Telecommunication Union, of the Romanian Ministry for Communications and Information Society and Ministry of Internal Affairs delivered speeches during this session.
Emergency communications
The second session was dedicated to evaluating various mass calling situations, such as in case of natural disasters or terrorist attacks, which challenge the existing communications networks. In this context, the speakers analysed operational aspects and spectrum requirements to be approached in search of a solution, as well as measures the authorities can take in order to ensure the operation of essential communications in crisis situations and the effectiveness of currently implemented solutions.  
Dynamic access to the spectrum resource
The third session brought up a new concept in managing the radio frequency spectrum: dynamic spectrum access (DSA), a spectrum management approach allowing for the spectrum resources to be accessed dynamically, depending on the service providers’ needs, which in turn depend on end users’ demands in time and space. Representatives of the European Commission and of the operators active in the Romanian market analysed the opportunity of adopting this new approach to spectrum management and debated the efficiency of this spectrum sharing method as a solution to the spectrum scarcity that providers and regulators are increasingly facing. The speakers, as well as the participants in the audience, were invited to express their opinion on the feasibility of this solution in Europe.
