ANCOM Consults the Industry on the Future Use of the 3.4 – 3.8 GHz Band

The Romanian Authority for Management and Regulation in Communications (ANCOM) published a questionnaire regarding the future use of the 3400-3600 MHz and 3600-3800 MHz bands in Romania, in order to find the opinions of the providers and other interested parties on the various relevant technical aspects of this issue such as the optimum type of channel arrangement to be used in Romania for the 3400-3600 MHz band and assess the need of granting licences valid both at a national and at a county level, in the two frequency bands.
Upon processing the answers to the questionnaire, the Authority will update the strategy on the use of the 3.4-3.8 GHz band, elaborated in 2011, and will adopt it following public consultation. Subsequently, the Authority will organize a selection procedure, most probably in the first half of 2015, for awarding the rights of use of the frequency spectrum in this band. The Authority intends to organize a single selection procedure for both bands, with the new rights of use of the frequency spectrum to enter into force starting from 1 January 2016. The winners of the usage rights will be able to use these bands for the provision of data transmission and internet access services by means of the Broadband Wireless Access (BWA) applications.
The Authority presented, ever since 2011, its intentions related to the 3400-3600 MHz and 3600-3800 MHz bands, elaborating the Strategy Document on the Implementation and Development of BWA systems at a national level, in the 3400-3800 MHz frequency band, for the period 2011-2020.
Currently, there are seven licences in force in the 3400-3600 MHz radio frequency band, all of them being issued for the provision, at a national level, of public electronic communications networks and services by means of the Fixed Wireless Access (FWA) and Nomadic Wireless Access (NWA) applications, and one licence in the 3600-3800 MHz band, for the provision, at a national level, of public electronic communications networks and services by means of BWA applications.

The interested persons are invited to send their answers to this questionnaire, by 10 November 2014, to the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, or directly to the ANCOM Registry Office or by means of the Authority’s regional offices.
