ANCOM supune consultării publice Planul de acţiuni pentru anul 2015

The Romanian Authority for Management and Regulation in Communications (ANCOM) has launched today, for public consultation, itsdraft Action Plan for 2015.
Next year, ANCOM will continue the implementation of the Infrastructure Law, pursuing the multi-annual  project of a national inventory of public electronic communications networks and of the associated infrastructure elements.
With a view to monitoring and enhancing competition in the field broadband internet access services, ANCOM will continue reviewing the relevant markets in respect of the leased lines-terminating segments services, will identify the existing providers with significant market power and will establish the necessary regulatory measures.
Regarding the effective management of the radio spectrum, ANCOM will award additional spectrum resources for broadband communications, by organising an auction for the frequencies in the 3.4-3.8 GHz band. Moreover, the Authority will foster the digital switch-over, organising – in Q2 2015 – the auction for the unawarded national multiplexes and for the regional and local multiplexes. Moreover, the Authority will issue the technical authorisations for the digital television networks implemented on the multiplexes granted in 2014.
In 2015, the Authority will conduct a control campaign aimed at verifying the compliance of the providers of publicly available electronic communications services with the minimum obligations they must stipulate in the contracts concluded with the end-users and a campaign for verifying their compliance with the  obligations of informing the end-users. With a view to offering the providers of publicly available electronic communications services a set of clarifications on the interpretation and implementation of their obligations under distance contracts concluded with the users, ANCOM will elaborate a guidebook for concluding distance contracts/contracts outside the points of sale.
Concerning postal services, in 2015, ANCOM will determine the net cost for the provision of services within the scope of universal postal service in 2014. Access to universal service is a person’s right to benefit from the permanent provision of basic postal services, at a certain quality level, at any point on the territory of Romania, at tariffs affordable to all the users.
The constant monitoring of the performance of electronic communications networks will result in elaborating and publishing the report on the incidents that affected the security and integrity of public electronic communications networks and of the publicly available electronic communications services during 2014, the report on the security measures implemented from 1 January 2014, as well as the report regarding the administrative quality parameters of the Internet access service published by the providers for 2014.
