Audit and cost accounting

Upon their designation with significant power on the electronic communications market, the providers have been imposed a series of obligations regarding transparency, non-discrimination, cost-orientation of the tariffs, as well as the obligation of accounting separation, with a view to enhance and maintain a competitive environment on the electronic communications services market.
The obligations of accounting separation as well as cost-orientation of tariffs imposed by ANCOM are meant to promote economic efficiency and competition for the maximum benefit of the end-users.


Cost models used by ANCOM
ANCOM has used so far the following cost calculation models for cost-orientation of tariffs for regulated services:
Fixed networks
  • Fixed Core Network Model (2013)
  • Ethernet Backhaul Model
  • Access Network Model (2010)
Mobile networks
  • Pure LRIC model for mobile networks (2013)
