Simpler Rules for Obtaining a Radio Operator Certificate

On 9 December 2016, the National Authority for Management and Regulation in Communications (ANCOM) launched for public consultation a draft decision meant to simplify the certification process for radiocommunication station operators.
 
Radiocommunication station operators
Radiocommunication station operators are persons that operate radiocommunication stations provided with one or several transmitters and receivers or a set of transmitters and receivers, including their accessory equipment required for establishing a radiocommunication service. Only people with a certain level of relevant knowledge can operate radiocommunication stations in the aeronautical mobile and aeronautical mobile-satellite service, in the maritime mobile and maritime mobile-satellite service, in the service of radiotelephony on inland waterways, as well as in the land mobile service, except for radiocommunication stations within mobile public networks.
Generally, such persons are employees of companies active in various fields such as industry, manufacturing, public utility transport and distribution on a national level, transport, public works and constructions, agriculture, forestry, protection and guard of private life and property, public protection, public health, community management services etc.
 
New rules proposed by the draft decision  
The amendments proposed by ANCOM are aimed at making the examination procedure for the radio operator certification more flexible. Thus, the examination curriculum is to become more flexible and adjustable based on the relevant technical regulations adopted on a European or international level. The examination centres, the examination venue and date are to be displayed on ANCOM’s website, and are not enumerated in the draft decision.
 
Moreover, ANCOM proposes terms for posting the examination results, both in respect of the initial results (within 15 working days from the exam completion date), and of the final results, after the appeals stage (within 30 calendar days from the date of registering the contestation). The results will be published on ANCOM’s website and will be posted at the examination venue.Regarding the application file, certified copies are no longer necessary, as the submission of plain copies will suffice. Moreover, applicants will be able to send document copies in electronic format, with an extended electronic signature. Copies of the applicants’ ID document may be also sent by electronic means, using a form available on ANCOM’s website.
 
The draft decision is available for consultation, in Romanian only, here. The interested persons are invited to send their comments and suggestions, by 10.01.2017, at the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, directly to the ANCOM Registry Office or by means of the ANCOM regional divisions. Background
By the draft decision under consultation, ANCOM aims at reviewing speciality secondary legislation in the field, as well as at bringing it in line with the developments in international legislation. The normative act under public consultation will repeal Decision no.699/2005 of the president of the Inspectorate General for Communications and Information Technology on the approval of the Regulations for the personnel operating radiocommunication stations in Romania, with the subsequent amendments and completions, which currently regulates the authorization of radiocommunication station operators in Romania.Â
