Public Consultation to Identify “White Zones” in Romania

ANCOM submits to public consultation a list of 1,148 localities (villages and towns with a population of maximum 20,000 inhabitants) in view of establishing which of these are not yet covered with high speed broadband electronic communications networks.
These localities are part of the territorial area of the 37 Local Action Groups (LAG) selected by the Ministry of Agriculture and Rural Development (MADR) for the implementation of the public intervention measures in the electronic communications sector under the LEADER programme 2014-2020, part of the National Rural Development Programme (NRDP) 2014-2020.  
 
Intervention measures
Public intervention measures (construction/modernisation of networks) in view of the provision of high speed broadband electronic communications services may be implemented in the localities for which there will be no comments sent during the public consultation.
 
List of localities submitted to public consultation
The list under public consultation was made by corroborating the information from the electronic communications operators regarding the localities not-covered with high speed broadband electronic communications networks as of 31 December 2014, as well as information from MADR on the localities where public intervention measures in the electronic communications sector were implemented in the previous years, according to NRDP 2007-2013.
It is however possible that some of the localities not-covered with high speed broadband electronic communications networks as of 31 December 2014 to currently benefit from these facilities. ANCOM aims at identifying which of the 1,148 localities are in such situation.   
 
Details requested by ANCOM
ANCOM invites the electronic communications operators, the LAGs, the local public authorities, other economic agents etc. to submit - to the extent they are aware of it - information on the existence at present of networks or services able to ensure data transfer speeds (download) of minimum 30 Mbps or on intentions to make investments in this sense in the next 3 years in any of the 1,148 localities. ANCOM will be expecting to receive this information by 10 March 2017.
 
The public consultation
The list of localities is available for consultation here. The interested persons may send their comments by 10.03.2017, at the ANCOM headquarters (2 Delea Noua Street, Bucharest 3, postal code 030925), directly to the ANCOM Registry Office or by electronic mail to: relatii_cu_publicul@ancom.org.ro.
The electronic communications operators will send the information they own by filling in the “Questionnaire on broadband coverage as of 31.01.2017 (37 LAGs)”, available, in Romanian, at: https://www.ancom.ro/chestionare_1125, by accessing the app available at: https://statistica.ancom.org.ro:8000/sscpds/index.faces, enquiry “Questionnaire on broadband coverage as of 31.01.2017 (37 LAGs)”, from the date on which this enquiry will be open in the app.
 
Additional information
Broadband electronic communications networks are those networks which cumulatively meet the following criteria:
a) they are able to support electronic communications services which ensure best effort data transfer speeds (download) of minimum 30 Mbps; 
b) the availability of the electronic communications services provided over these networks at the transfer speeds previously mentioned must be ensured permanently, independently of, for example, the time interval or the volume of the transferred data.  
Moreover, for the electronic communications services provided at mobile locations, it is required to ensure the data transfer speeds previously mentioned both indoor and outdoor; as well, in this case, the data transfer speeds previously mentioned must be ensured including where the electronic communications services are provided to subscribers that are only temporarily in the area of interest.
