International minutes cannot be used in roaming

The National Authority for Management and Regulation in Communications (ANCOM) makes telephony users aware of the fact that calls initiated from Romania to numbers abroad, including to numbers in the European Union (EU), are different from international roaming calls. Providers charge different tariffs for such calls.

Roaming calls and applicable charging

The international roaming service makes it possible to use one’s mobile telephone while travelling abroad and to initiate calls from abroad to any destination (including Romania).

Calls initiated in international roaming are charged differently, depending on the visited country and on the called numbers (call destination). Calls initiated while roaming in the EU/EEA are charged according to the “roam like at home” system (where the users have not chosen an alternative tariff plan) and will be consumed from the domestic minutes included in the user’s tariff plan (subscription/prepaid card). Such calls do not consume any of the international minutes that may be included in the respective tariff plan.

Each time a user roams abroad, he/she receives an SMS from his/her provider specifying the applicable roaming tariffs.

International calls and applicable charging

The international call service enables users in Romania to call, from their fixed or mobile telephone, to numbers abroad.

International calls are charged differently, depending on the network from which the call is initiated (fixed or mobile) and on the called numbers. Providers offer tariff plans with included international minutes, mostly to numbers in the EU. International minutes cannot be used in roaming.
