Number portability - over 4.2 million numbers ported in 9 years

Throughout the 9 years since the launch of number portability, more than 4.2 million telephone numbers have switched operators, but not their users. Among these, over 3.5 million are mobile telephony numbers and almost 700,000 – fixed telephony numbers.
9 years of number portability in Romania
From 21 October 2008 – when this service was launched – up to mid-October 2017, a total of 4,256,925 numbers were ported, 3,562,137 of which are mobile telephony numbers and 694,788 – fixed telephony numbers. More and more Romanians chose to switch operators, while keeping their telephone number, every year: from 844,477 in 2015, to 939,663 in 2016. From the beginning of 2017 up to mid-October, 700,712 telephone numbers were ported.

During these 9 years, in the mobile telephony sector, RCS&RDS received the most ported numbers (1,327,506), followed by Vodafone (844,811), Orange (824,608), Telekom Romania Mobile Communications (504,731), and Telekom Romania Communications (59,656).
This trend continues in 2017, as during January - October RCS&RDS received the highest amount of ported numbers (330,699), followed by Orange (144,469), Vodafone (117,595), Telekom Romania Mobile Communications (45,906) and Telekom Romania Communications (16,593).

Distribution of ported fixed telephony numbers, by provider
694,788 fixed telephony numbers were ported from the launch of number portability until mid-October 2017, most of which went to five providers: RCS&RDS received a total amount of 195,372 ported numbers, Vodafone – 164,349, UPC – 138,704, Orange – 132,671, and Telekom Romania Communications – 26,715 fixed telephony numbers ported from other networks.
In 2017, RCS&RDS received most numbers (18,983), as well, followed by Vodafone (13,483), Orange (5,583), UPC (4,633) and Telekom Romania Communications (1,313).

Complaints and petitions
In 2017, ANCOM received 364 petitions from the users complaining on the porting process, most issues complained about concerning certain problems occurred during the porting process (such as unsynchronised information on user identification or failure of sending messages between the providers’ databases), which drove to delays and even to the cancellation of some porting processes. Most of the users addressing ANCOM requested additional information on the stage of the porting process.
Informing the users
For information purposes, ANCOM makes available the website www.portabilitate.ro, where the users can find the network of any telephone number in Romania, including the ported ones. The website offers details on the steps to be taken in order to port a telephone number, answers to frequently asked questions during the porting process, as well as advice for avoiding various problems that may occur in this process. For making informed choices on the best telecom offer from all the available ones when switching providers, the users can access www.veritel.ro, the telephony and internet tariff comparison tool managed by the Authority.
