Over 1,400,000 Ported Numbers in Romania

In the first half of 2014, Romanian users ported 202,778 telephone numbers, thus exceeding the milestone of 1,400,000 ported numbers. According to the ANCOM statistics, mobile telephony users port their numbers most frequently, i.e. 70% of the 1,410,203 numbers ported since the launch of the portability service are mobile telephony numbers. For the first half of 2014, most numbers were ported in June (44,658), whereas the average monthly porting rate was 33,796 numbers.

In the mobile telephony segment, ANCOM’s statistical data indicate that subscription-based users port their numbers more frequently than prepaid card users. Thus, out of the total number of mobile telephony users who ported their numbers in the first half of 2014, 62% were subscription-based and 38% were prepaid card users. As for the mobile telephone numbers received on each acceptor provider’s network, the 161,441 such numbers ported during January-June 2014 went to: Vodafone – 44,498, Orange – 43,856, RCS & RDS – 37,285, and Cosmote – 35,802.
In the first half of 2014, most fixed telephony numbers were ported in Bucharest and Ilfov (10,379), then in Galați (5,199), Prahova (1,917), Cluj (1,792) and Timiș (1,527). Most of the 41,337 fixed telephony numbers ported went to the following networks: Orange (16,114), RCS & RDS (9,843), UPC România (8,757), Vodafone (3,645) and Romtelecom (1,420).
From the beginning of the year, ANCOM has received 84 complaints on number portability, i.e. 12% of all the complaints registered in this interval. Generally, the users complain about the technical issues occurred during the porting process and about the porting terms.
Before initiating the porting process ANCOM recommends the users to visit www.portabilitate.ro, a website created and administered by the Authority. The website provides details regarding the steps to be taken in order to benefit from this service, answers to the most frequent questions on the porting, as well as a few pieces of advice for avoiding all sorts of problems which might occur during the porting process. The advice answers to actual situations brought by the users to ANCOM’s attention. Moreover, here the interested parties can find the network of any telephone number in Romania, irrespective of whether it has been ported or not.
To ensure that they make the best choice when switching providers, the users may access www.veritel.ro, the online application for comparing telecom offers administered by the Authority that allows for comparing all the offers of the telephony and internet providers available on the market.
Number portability enables telephony users to keep their numbers, while shifting to another telephone service provider. Both fixed and mobile telephone numbers, as well as special numbers such as those in the 0800 or 0900 category can be ported. Porting is possible exclusively within one category (fixed-to-fixed, mobile-to-mobile). Usually, the porting process cannot take longer than 3 working days from the date of registering a request (except for situations where the users request a later porting deadline), whereas - on the porting day – the service may be unavailable maximum 3 hours for mobile telephony and maximum 4 hours for fixed telephony.
