More than 1.5 Million Numbers Ported in Romania

Throughout the six years since the launch of number portability in Romania, the amount of telephone numbers transferred from their users from one network to another has constantly been on the rise. Thus, starting from 2008, when this service was launched, until the beginning of October 2014, 1,565,031 numbers were ported - of which, 1,122,559 mobile telephony numbers and 442,472 fixed telephony numbers. According to the ANCOM data, 2014 is the year when the most numbers – 357,606 – were ported. Therefore, on average, 39,734 numbers switched networks, while keeping their user, every month. The peak month since the launch of this service was July 2014, when 55,544 numbers were ported.
Out of the total of 1,565,031 numbers ported by 1 October 2014, 1,122,559 (72%) are mobile telephony numbers. The statistical data show that the highest interest in keeping their telephone numbers lies with subscription users (approximately 70% of the ported numbers belong to such users), while only 30% of those who chose to switch providers use prepaid cards.
In the mobile telephony segment, Vodafone keeps receiving the most ported numbers – 361,282, followed by Orange – 339,590, Telekom Romania – 305,219 and RCS & RDS – 115,736 numbers.
As regards the fixed telephony, 35 providers received the 442,472 numbers ported so far. Of these, the most numbers were ported to RCS & RDS – 122,285, UPC Romania – 107,951, Orange – 95,473, Vodafone – 76,778 and Telekom Romania – 18,015. The greatest number of requests for porting fixed telephony numbers were registered in Bucharest and the county of Ilfov (134,951 numbers), the Capital being followed by the county of Cluj, with 28,873 ported numbers, Timiş (24,234), Prahova (21,815) and Galaţi (20,937), these totalling more than 50% of all the ported fixed telephony numbers.
July 2014 registered the highest monthly average amount of ported numbers – 39,734and it was the month with the most ported numbers – 55,544. Throughout the six years of number portability, the average number of portings rose year by year. Thus, in Romania, there were 15,020 ported numbers by month in 2009, 18,435 in 2010, 21,688 in 2011, 21,324 in 2012 22,844 in 2013 and 39,734 between 1 January and 30 September 2014.
In the first nine months of this year, ANCOM received 127 petitions from the users, regarding the porting process. The main problems assessed concerned certain malfunctions occurred during the porting generated by the lack of synchronisation of the providers involved or by the failure to meet the porting deadlines. Part of the petitions were intended for information purposes, regarding the stage of the porting process initiated by the user.
The Romanians who chose a different operator while keeping their number were more numerous every year: whereas in 2008 there were 15,681 ported numbers, in 2009 – 180,239, in 2010 – 221,219, in 2011 – 260,256, in 2012 – 255,893 and in 2013 - 274,137, in 2014 the rise was significant: 357,606 ported numbers only nine months.
Moreover, this week, the Authority launched for public consultation a framework document regarding the future usage of numbering resources, based on the technological developments. The document under consultation also includes number portability issues, such as the possibility of porting telephone numbers among counties, and – in the long run – fixed-mobile porting.Until 21 November, the interested persons may send the Authority their comments on the said possible amendments in the regime of telephone numbering.
These days, the Authority participates in the Internet & Mobile World 2014, a show dedicated to the communications industry held at Romexpo, on 8 and 9 October. Visitors may find - from the ANCOM specialists – information on the porting process and on the steps to be taken when they decide the telephony provider while keeping their telephone number.
