Numbering

The ANCOM President’s Decision no.375/2013 is the official act whereby the National Numbering Plan was adopted. 

 

How is granted the right to use certain numbering resources?

 

Resources available for allocation at present:

 

1. According to the Decision of the president of the National Regulatory Authority for Communications and Information Technology no.376/2013 with the subsequent amendments and completions:

  • on the grounds of the National Numbering Plan;

  • through a competitive or comparative selection procedure, as per certain categories of numbers with significant economic value;

  • for all the other resources, upon request, according to the registration order of the applications.

The resources available for allocation upon request are:

  • blocks of 10,000 geographic numbers comprising 9 digits, for electronic communications services provided at fixed locations, included under the NNP within the 0Z = 02 and 0Z = 03 domains. Blocks of less than 10,000 numbers will be also allocated, if a thorough justification is provided;

  • blocks of 10 geographic numbers comprising 6 digits for general interest services at local level, included under the National Numbering Plan within the 0Z = 02 and 0Z = 03 domains;

  • blocks of 10,000 or 100,000 location-independent numbers for electronic communications services provided mainly at fixed locations, included under the National Numbering Plan within the 0Z = 03 domain;

  • blocks of 100,000 or 1,000,000 non-geographic numbers for electronic communications services provided at mobile locations, included under the National Numbering Plan within the 0Z = 07 domain, excluding those within the 0ZA = 070 sub-domain;

  • blocks of 100,000 non-geographic numbers for electronic communications services provided at mobile locations for the mobile virtual networks operators, included under the National Numbering Plan within the 0ZA = 070 sub-domain;

  • blocks of 1,000 non-geographic numbers, included under the national Numbering Plan within the 0Z = 08 and 0Z = 09 domains;

  • individual carrier codes of 10xy(z) and 16xy(z) type. The carrier is the provider of publicly available electronic communications services which transports the signal from the network where it is originated to the destination network, without altering its information content.

2.According to the Decision of the president of the National Regulatory Authority for Communications and Information Technology no.321/2008 with the subsequent amendments and completions on the allocation and use of certain national short numbers for European harmonised services, with the subsequent amendments:

  • national numbers for harmonised services of social value, of 116(xyz) type;

  • national numbers for directory enquiry services, of 118(xyz) type.

3.According to the Decision of the president of the National Authority for Management and Regulation in Communications no.379/2013 on the allocation and use of national short numbers for services of public interest at national levelwith the subsequent amendments and completions:

  • short numbers for services of public interest at national level, of 19vx or 19vxy type.

 

How do I apply for the right to use certain numbering resources available for allocation at present?
 
In view of being granted the LURN, the applicant shall submit a request to ANCOM, by necessarily filling in the  standard-form provided under annex no.1 to Decision no.376/2013, for the resources enlisted at point 1 above, or the standard-form under annex no.1 to Decision no.321/2008, with the subsequent amendments, for the numbering resources enlisted at point 2 above, or the standard-form under annex no.2 to Decision no.379/2013, for the numbering resources enlisted at point 3 above.
 
The applicant shall annex to the standard-form the following information and documents, which are part of the application for being granted the LURN:
  • the implementation specification for each category of numbering resources requested, according to annex no.2 to the ANCOM President’s Decision no.376/2013, for the numbering resources enlisted at point 1 above, according to annexes no.2 and 3 to Decision no.321/2008, with the subsequent amendments, for the numbering resources enlisted at point 2 above, and according to annex no.3 to Decision no.379/2013, for the numbering resources enlisted at point 3 above.

 

- for the 116(xyz) numbers, according to art.10 of Decision no.321/2008:
  • information on the access and interconnection contracts concluded by the applicant with the providers of electronic communications services and networks, valid until the request submission date;
  • information on the applicant’s implementation of other national short numbers, if such is the case;
  • copy of the pre-contract concluded in view of the provision of the harmonised service of social value which should show: the identification and contact data of the provider of harmonised services of social value, the estimated date for launching the service and the detailed requirements of access and usage of the 116(xyz) type national short number and, in particular, the manner in which the provider of the harmonised service of social value will ensure the observance of the service provision requirements stipulated in the annex to the European Commission’s Decision 2007/116/EC, published by ANRCTI, for the respective number;
  • information that would certify the capacity of the provider of harmonised services of social value to provide such services, namely:
a) previous experience in providing similar services of social value, if such is the case;
b) copies of the conventions or protocols concluded with public institutions, which would show the involvement of the provider of harmonised services of social value in similar projects or social services, or the support of certain public institutions for the provision of the harmonised service of social value;
c) published activity reports;
d) human resources to be involved in the provision of the service, relevant proffessional qualification and experience in ensuring similar services of social value;
e) copies of authorisations or endorsements issued by public authorities to show the domain of activity of the provider of the harmonised service of social value.
 
- for the 118(xyz) numbers, according to art.16 of Decision no.321/2008:
  • description of the directory enquiry service provided, and ancillary services, for each requested number (including the manner in which the service provision conditions are fulfilled, as provided in art.7, as well as the quality parameters for the subscriber enquiry services to be provided);
  • description of the plans of the provider of directory enquiry services to include in the database the subscribers of other providers of publicly available electronic communications services which assign numbers;
  • estimated date on which the directory enquiry service will be made publicly available;
  • usage of 118(xyz) national short numbers previously assigned to the applicant, if such is the case;
 
- for the 19vx or 19vxy numbers, according to Decision no.379/2013:

 

  • name and detailed description of the service of public interest at national level or of the service of general interest to be provided by means of the respective number;
  • copies of the documents proving that the person to provide the service of public interest at national level carries activities similar to the services for which the respective number is intended, according to the provisions of this decision; as for the public authorities and institutions, their legal duties in the field of the services of public interest at national level will be identified.
  • If the provider of electronic communications services assigns the number to a provider of services of public interest at national level or of services of general interest, in addition to the documents under paragraph (3), the following will be attached:
  • a copy of the pre-contract or of the agreement concluded between the provider of publicly available electronic communications services and the entity intending to provide the service of public interest at national level or the service of general interest, which should include the identification and contact data of the latter, the provided service, the conditions of access and use of the national short numbers of the 19vx or 19vxy type.

 

How can I waive part or all of my rights to use numbering resources?
A LUNR holder that wishes to waive its right to use certain numbering resources must submit a standard request under the conditions provided in Article 2(2) of Decision no. 376/2013, with the subsequent amendments and completions.
 
 
How to obtain and send the forms referred to in this chapter
Standard forms/requests are available at ANCOM’s headquarters and territorial branches, as well as on the Authority’s website.
The forms/requests and the required documents may be sent to ANCOM’s headquarters or territorial branches, depending on where the requester’s domicile or premises are situated, by one of the following modalities:
o    the requester or a requester’s representative submits them, upon signature;
o    using a postal service;
o    in written form, as an electronic document, to numerotatie@ancom.org.ro , with an incorporated, attached of logically associated extended electronic signature, based on a certificate valid at the respective moment and generated by a secured device for creating electronic signatures.
The submission date is considered, as applicable, the date of entry in ANCOM’s General Record of Correspondence, the date of confirming reception at ANCOM’s headquarters by means of a postal service with advice of delivery or the date of confirming the reception of the electronic written document.
Where the presented information is deemed insufficient, ANCOM can request additional information.
