Authorisation and licensing
In this section you will find information on the procedure of general authorisation for the provision of electronic communications networks and services and of postal services.
The electronic communications networks and services are provided pursuant to the terms of the general authorisation regime, adopted by the regulatory authority, establishing the rights and obligations of the providers of electronic communications networks and services.
At present, the authorisation procedure to be followed by the persons who intend to provide electronic communications networks or services, as well as the conditions for the provision of such networks and services are set out by the ANCOM President’s Decision no.987/2012 on the general authorisation regime for the provision of electronic communications networks and services.
As for the provision of postal services, this activity is mainly regulated by Government Emergency Ordinance no.13/2013 on postal services, approved with amendments and completions by Law no.187/2013, and by the Decision of the president of the National Regulatory Authority for Communications and Information Technology no.2858/2007 on the general authorisation regime for the provision of postal services, with the subsequent amendments and completions.
The persons who intend to provide electronic communications networks or services, as well as postal services may carry out their activities only upon notifying ANCOM.
