The National Numbering Plan (NNP) is the document which establishes the structure and the destination of the numbering resources used in Romania for the telephone services provided over fixed public electronic communications networks and for the telephone services provided over mobile public electronic communications networks.
The numbering resources under the NNP are: the international prefix (“00” for Romania), the national prefix “0”, the national significant numbers (NSN), the ztv(xyz) national short numbers, the carrier selection codes (of 10xy and 16xy type).
The national significant numbers are sequences of 9 digits, of ZABPQMCDU type, or, exceptionally, of 6 digits, of ZABPQM type, where the first digits (Z, ZA, ZAB) offer to the end-user information on the geographic area where the called terminal points are located, the categories of services provided or their charging, while the rest of digits represents the subscriber’s number. The national significant number preceded by the national prefix “0” forms the national number.
Taking into account that the NNP is a closed numbering plan, call origination to the numbers under the NNP is made by dialling a national number or a national short number, excluding the cases of call origination through the carrier selection procedure, when the national number is preceded by carrier selection codes.
The geographic national numbers for electronic communications services provided at fixed locations, of 0ZABPQMCDU (10 digits) type, within the 0Z = 02 and 0Z = 03 domains.
The geographic character of the number is defined by the geographic area code A(B) and its values are A = 1 for Bucharest and Ilfov county and AB = 30, …, 69 for the other counties.
Within the same domains are also available for allocation the geographic national numbers of 0ZABPQM (7 digits) type with B = 9 for Bucharest / Ilfov county and P = 9 for the other counties, for the services of general interest at local level provided to the end-users from a certain geographic area. The reference to the end-users in a certain geographic area concerns all geographic numbers, not only the 7-digit ones.
The national location-independent numbers, comprising 10 digits, within the 0ZA = 037, 038 and 039 sub-domains available for allocation for electronic communication services mainly at fixed points. The network’s terminal point identified by these numbers cannot be associated to a certain geographic area.
The national non-geographic numbers comprising 10 digits, within the 0Z = 06 and 0Z = 07 domains for electronic communications services provided at mobile locations, over a mobile public network. Among these, the numbers within the 0ZA = 060 and 0ZA = 070 sub-domains are available for allocation to the mobile virtual network operators – MVNO –, namely to the providers of electronic communications services provided at mobile locations who are not holders of licences for the use of radio frequencies, but provide services by using certain elements of other mobile public networks, based on certain agreements concluded with the operators of such networks.
The national non-geographic numbers comprising 10 digits, within the 0Z = 08 domain, for various services. The values of the AB digits comprised within this category of numbers identify various services provided or their charging, as follows:
Numbers within the 0ZAB = 0800 sub-domain are freephone numbers.
Numbers within the 0ZAB = 0801 and 0803 sub-domains are used to enable access to services for which the tariff of the call initiated towards these numbers is shared between the caller and the subscriber to whom the respective number was assigned.
In the case of shared-cost services provided through the numbers within the ZAB = 801 sub-domain, the tariff charged to the caller may not exceed the tariff corresponding to a local call within the network.
For shared-cost services provided through the numbers within the -ZAB = -803 sub-domain, the tariff charged to the caller may not exceed the tariff corresponding to a national call within the network.
The numbers for shared-cost services may also be used as universal access numbers.
The numbers for shared-cost services may be used for call termination at terminal points on Romania’s territory, as well as for the two-step origination of certain national or international calls.
Numbers within the 0ZAB = 0805 sub-domain are used for services with bursty traffic, for call termination to terminal points located on Romania’s territory.
Numbers within the 0ZAB = 0808 sub-domain are used for the indirect access to services through the functions of an intelligent platform.
By means of this category of numbers, services such as Home Direct may be provided, as well as services which are paid by virtual cards or prepaid cards.
The access to the provided service is allowed following the caller’s authentication.
The access to the intelligent platform by means of this category of numbers is free of charge for the caller, and the tariff owed for the initiation of each call will be charged to the identified caller by a payment procedure established by the service provider.
Numbers within the 0ZAB = 0870 sub-domain are used for data transmission and Internet access services.
National non-geographic numbers of 10 digits, within the 0Z = 09 domain for Premium Rate services.
The numbers for Premium Rate services are allocated to the providers of publicly available electronic communications services, depending on the content services which are to be provided, and are used by them for self-provision or are assigned to the content service providers for the provision of certain services at terminal points on Romania’s territory.
The content services which may be provided through the numbers for Premium Rate services are:
- entertainment, games and contests, by means of the numbers within the 0ZAB = 0900 sub-domain;
- various information (general, business, marketing, utility etc.), entertainment, games and contests, by means of the numbers within the 0ZAB = 0903 sub-domains;
- adult entertainment, by means of the numbers within the 0ZAB = 0906 sub-domains;
National short numbers are of Ztv (xyz) type, where Z = 1, Z = 8, Z = 9 while t may have the values provided for in the NNP, and have a length of 3 to 6 digits. The defined destinations of the zt group included under the NNP are as follows:
a) national short numbers of 11v (xyz) type are used to access emergency services and other European harmonised services;
b) national short numbers of 19vx type or of 19vxy type are used to provide services of public interest at national level or general interest services; c) internal national short numbers of 12vx(y), 14vx(y), 15vx(y), 83vx(y), 84vx(y), 88v(x), 96vx(y), 97vx(y), 98vx(y) and 99vx(y) type are used to provide value added services or specific network services.
The carrier selection codes are of 10xyor 16xytype and comprise 4 digits.
The 10xy carrier selection codes are used for the two-step dialling of the digit sequence including this code and the national or international called number.
The 16xycarrier selection codes are used for the one-step dialling of the digit sequence including this code and the national or international called number, or for carrier pre-selection.
