Proposals for simpler Amateur Radio rules

On July 21st 2016, the National Authority for Management and Regulation in Communications of Romania (ANCOM) has launched for public consultation the draft decision on regulating the Amateur Radio service in Romania. The draft decision lays down and clarifies the conditions under which radio amateurs can install and use radio stations, the rules to be followed in their activity and how the necessary authorisations are issued.
 
Radio amateurs
Considered a leisure activity, Amateur Radio involves using the radio waves for personal purposes, by means of one’s own transmitting and receiving equipment. Thus, radio amateurs throughout the world can communicate freely by means of radio stations operating in frequency bands that national regulators have specially allocated to this service. Radiocommunications in the Amateur Service include all types of civil radiocommunications in the radio frequency bands having exclusive or shared non-governmental use, allocated to Amateur and Amateur-satellite services according to the National Table for Frequency Allocations (NTFA).
 
Draft new rules  
Launching this draft decision for public consultation, ANCOM aims to review the relevant secondary legislation in the field and to provide a new regulatory framework for the Amateur Service.
Moreover, this draft is aimed at harmonising the national legislation with the European regulations regarding the Amateur Service, by implementing several CEPT (European Conference of Postal and Telecommunications Administrations) Reports and Recommendations and removing obsolete legal provisions and information provided by other regulations in force.
Furthermore, the proposed decision establishes new regulations, meant to simplify the Amateur Service Rules, such as providing for the stipulation of mainly technical issues (those with a less administrative character) in a separate technical regulation - RO-RT-AMATOR. For example, the rules for operating radio stations in the Amateur Service, the technical definitions of various fieldstrength types, bandwidths and out-of-band emissions, fieldstrength levels and usage conditions by individual authorisation classes, the standards and technical rules applicable to the Amateur Service are proposed, among others, to be part of this special technical regulation.
The draft decision is available for consultation, in Romanian, here. Amateur Radio is mainly a hobby, yet with a profound competitive side on both local and international levels. Furthermore, radio amateurism allows for developing one’s abilities in using radiocommunications stations and for understanding in detail the phenomenon of radio propagation in various frequency bands. The Amateur Radio activity does not pursue political or commercial purposes, being practiced with a purely personal aim and without pecuniary interest, for the sake of self-training, exchange of messages and wireless experimentation. Moreover, radio amateurs can sometimes take part, together with the relevant public institutions, in preparing and ensuring radiocommunications in disaster situations and contribute to mitigation and relief operations.

 

In Romania, by the end of 2015, ANCOM had issued 10,133 radio amateur operator certificates.
