“Roam like at home”, from 15 June

Starting from 15 June 2017, the providers have the obligation to apply the ”Roam like at home” EU regulations to all the to all the tariff plans including EU/EEA roaming, purchased both before and after 15 June 2017. Thus, in order to use the domestic voice, SMS and data volumes in the European Union countries, as well as in Norway, Iceland and Liechtenstein (EEA), there is no need for customers of mobile operators in Romania to purchase a new tariff plan or to renew their subscription in force.
 
Alternatives to ”Roam like at home”
Providers may offer various tariff plans (subscriptions or prepaid cards) as an alternative to ”Roam like at home”, within which roaming consumption will be charged according to the provisions in the contracts. These providers have the obligation to ask for the users’ explicit consent prior to applying such an alternative tariff plan.
Warning! After purchasing an alternative roaming plan for roaming services, the users have the right to revert to ”Roam like at home” without additional conditions or costs. This change is processed within 1 working day from the reception date of a request. Nevertheless, the providers have the right to postpone the actual entry into force of the change until the expiry of a minimum 2-month application period of the previous roaming tariff.
Tariff plans without roaming services
Providers may offer tariff plans with exclusively domestic services included, without access to the roaming service. Users that intend to use also roaming services can choose a different tariff plan, including this service, and will benefit from ”Roam like at home” if they do not choose an alternative, roaming-inclusive tariff plan. One can switch tariff plans or amend other clauses according to the provisions laid down in the contract or based on direct negotiation with the provider.
Derogations from ”Roam like at home”
Operators that are not able to commercially sustain service provision under the ”Roam like at home” mechanism may request and - following an analysis - receive authorisation from the national regulatory authority to apply the users an extra-charge, in addition to the domestic tariffs, starting with the first minute/SMS/MB consumed while roaming in the EU/EEA. Currently, ANCOM analyses such a request, submitted by the operator RCS & RDS S.A., and will make publicly available the analysis result after it has been completed and communicated to the provider.
