Postal traffic keeps upward trend

According to the Statistical data report on the postal services market for the year 2015 published by ANCOM, last year’s total postal traffic continued the moderate growing trend of the recent years, exceeding 657 million items, i.e. 5% more than in 2014.  
 
Postal traffic dynamics
Out of the over 657 million total postal items, about 601 million - i.e. 91.44% of the total postal traffic - were domestic postal items, and more than 56 million - i.e. 8.56% of the total postal traffic - were international postal items. The first ten large volume providers in the whole market processed more than 631 million items (96.05%), while the other providers processed 26 million items (3.95%).
Out of the 657 million postal items processed in 2015, 74.04% were letter post items (about 487 million), 19.32% postal parcels (about 127 million), 1.87% Express items (more than 12 million), the remaining approximately 5% being direct mail items (over 22 million), money orders (approximately 8 million), respectively correspondence and printed matter items weighing over 2 kg (more than 1 million).  
E-commerce development was one of the growth drivers of the parcel traffic both on a domestic (+70.47%, from 55 million to 94 million), and on a cross-border level (+395%, from 6 million to 32 million parcels).
Overall, the number of cross-border items processed in 2015 increased by more than 85% compared to 2014, up to 56 million. 
Considering the 2015 total postal traffic (657 million postal items) in proportion to the population of Romania, there were 33.75 postal items per capita on average, by almost 6.30% more compared to 2014.
 
Complaints on postal services
In 2015, there were 302,236 complaints on postal services, 16% of which were found to be grounded. 21,660 complaints were settled by payment of damages amounting to RON 4,730,212. Considering the total number of postal items in proportion of the number of complaints received, in 2015, one complaint per 2,175 postal items and one grounded complaint per 13,425 postal items were registered and, on average, three out of eight grounded complaints were settled by payment of damages.
 
Value of the postal services market
The total value of the 2015 postal services market was RON 2.40 billion, up by 4.43% compared to 2014. The first 10 providers, judging by the revenues obtained from the provision of postal services in 2015, achieved almost 86% of this market value.
 
Universal service
The 2015 traffic corresponding to the postal services within the scope of universal service exceeded 277 million postal items, i.e. 42.21% of the total postal traffic. Out of the total postal traffic within the scope of universal service, The National Company Romanian Post (CNPR) processed more than 87 million items (31.45%), the next ten large volume providers in this market segment processing 181 million items (65.32%), and the other providers, 3.23%.
 
Out of the domestic postal traffic within the scope of universal service (approximately  246 million items), CNPR processed almost 69 million items (28.02%), the next ten large volume providers achieved more than 171 million items (69.75%), and the rest of the providers, 2.23%. The cross-border traffic within the scope of universal service achieved during 2011-2015 was marked by successive up- and down-turns, 2015 witnessing growth by more than 52%. Out of the 2015 cross-border traffic within the scope of universal service (almost 32 million), CNPR processed more than 18 million requests (58.04%), the next ten large volume providers in this market achieving a traffic of more than 13 million postal items (40.88%), while the remaining providers in the market, more than 1%.
