Interconnection

A provider’s subscriber cannot speak to another provider’s subscriber unless the two providers have concluded an interconnection agreement.
 
Generally, a provider authorised under the legal provisions has the right to negotiate an interconnection agreement with any other provider, where it deems necessary according to its business plan.
 
On the other hand, a provider is not bound to initiate negotiations for an interconnection agreement with another provider, but it has the obligation to answer a negotiation request for such an agreement received from any other provider.
 
Where an agreement is not concluded, the interested party (the provider requesting the negotiation) can address ANCOM.
 
Before concluding a contract, ask the chosen provider for information regarding the providers with which it has concluded interconnection agreements.
 
If you have already concluded a contract and you cannot call certain telephone numbers, check the network of those numbers on www.portabilitate.ro and ask your provider whether it has an agreement with the provider of the respective network.
