Access to services and applications

In principle, all the services carried through a network must be treated equally, irrespective of the communication content, service or application type, or of who is the sender and the receiver.
Nevertheless, if a provider applies limitations or restrictions in accessing/ using certain services and applications (e.g. restricting or treating VoIP traffic differently), the contract must provide clear specifications thereon.
 
Presently, the Body of the European Regulators for Electronic Communications (BEREC) and the European Commission cooperate to an investigation regarding the practice of the electronic communications providers in the field of data traffic management. 
ANCOM takes part in these proceedings, is committed to analysing the opportunity of regulating internet neutrality in Romania, taking into account the interested parties’ opinions regarding service quality, technical and economic considerations and the possibility that the network freedom be affected.
