  Marius Catalin Marinescu was appointed President of ANCOM in April 2009, for a six-year term. A telecommunications engineer, Mr. Marinescu has worked in this sector ever since 1990, both for companies such as Romtelecom (15 years) and for public institutions such as the Inspectorate General for Communication and Information Technology, which he presided between 2005 and 2007, or the General Council of Bucharest. His professional interests cover mainly the areas of leadership skills, international relations, as well as human resources policies.

• Veronica Bocarova - bio

  Veronica Bocarova is a Principal Analyst at Cullen International, a company providing advisory and information services in the field of telecommunications, multimedia, electronic commerce and smart energy regulation. Over the past ten years, she has been working on regulation in Scandinavian and CEE countries and the application of European best practice to countries in the SEE region. Before joining Cullen International, Veronica worked for Ericsson Business Consulting practice based in Stockholm. Veronica holds a Master of Science degree in International Economics and Finance from the Stockholm School of Economics.

  Alexandrina Dospinescu (Hîrtan) is currently a Partner in the Ratiu&Ratiu Law Office. With a professional experience of over 10 years in law firms and in top positions in public administration authorities in the area of IT & telecom, Ms. Dospinescu enjoys national and international recognition for her activity in the regulation of the electronic communications sector of Romania. A member of the Bucharest Bar Association since 2001, Alexandrina Dospinescu specialises in Romanian and Community competition law and holds a Postgraduate Diploma in EC Competition Law, granted by King’s College London, University of London. At the same time, she specialises in European Law and European institutions, holding a Maîtrise de Droit Européen awarded by l'Université Paris I – Panthéon Sorbonne, in 2000.

• Nicolas Seidler - bio

  Nicolas Seidler is a Policy Advisor at the Internet Society, based in Geneva, Switzerland. He helps develop institutional partnerships with international and regional organizations, and networks across the Internet ecosystem to engage global policy makers and non-governmental stakeholders on key Internet issues. In this role, he contributes to ISOC's engagement with a variety of UN organizations such as ITU and WIPO. He also contributes to coordinating the Internet Technical Advisory Committee to the OECD. One of his current areas of interest includes issues related to the Internet and human rights.

• Adina Scriosteanu-bio

  Mihaela-Alexandrina Scriosteanu is currently the Executive Director of Romanian Recording Industry Association (AIMR), Executive Director of Romanian Association of Phonograms Producers (UPFR) and Executive Director of Romanian Association of Videograms Producers (UPVR). Ms. Scriosteanu has more than 16 years experience in top management positions as Executive Director, Commercial Director, Project Manager, Communication & Marketing Manager in MACH FTD, Euroweb Romania, Romanian Post National Company, Prime Telecom, Sharp Romania. Also, she has gained experience in the management of EU-financed projects in the IT&C sector within the innovation and e-Business department of the Chamber of Commerce and Industry in Romania. Ms. Scriosteanu holds a Degree in Mechanics from the Polytechnic University of Bucharest, a Degree in Public Relations and Communication, as well as a Master’s Degree in Project Management, and attended numerous trainings in project management, leadership management, sales and marketing.

• Bogdan Manolea - bio

  Bogdan Manolea is the Executive Director of the Association for Technology and Internet - APTI. His areas of interest include information technology law, digital civil rights and any other areas involving the law, the Internet and the civic attitude. Since 2001, he has been writing about Law & Internet on www.legi-internet.ro and is the author of more than 100 articles and presentations on topics related to Law and Information Technology which he delivered within national and international conferences. Mr. Manolea is also an editor at EDRi-gram, a bi-weekly newsletter about digital civil rights in Europe.

• Zoli Herczeg - bio

  With an 18-year experience on the Romanian IT market, Zoli Herczeg is currently acting on behalf of the Microsoft Technology Office in Romania. Mr. Herczeg is an ISV Business Development Manager and helps Independent Software Vendors from Romania to grow their business on the Microsoft platform. His current passions cover cloud computing and educating the software companies in view of the efficient shift of their business to the cloud service world. In this context, Mr. Herczeg is one of those who strongly plead for moderation in the net neutrality debates.

• Liviu Popescu -bio

  Liviu Popescu is the executive director of the Association of Mobile Operators in Romania (gathering Orange, Vodafone, Cosmote and Telemobil) since 2008. Having graduated the Faculty of Journalism and Communication Sciences within the University of Bucharest in 1995, Mr. Popescu worked for various Romanian television stations between 1997 and 2008, as news editor for Prima TV and Realitatea TV, chief editor of the TVR news (TVR – the Romanian Public Television), and project manager within TVR, in charge of the first phase of the news production digitization in TVR.

• Kirsten Fiedler - bio

  Kirsten Fiedler is Advocacy Manager at European Digital Rights (EDRi), an organisation which defends civil rights in the information society. 32 privacy and civil rights organisations from 20 different countries in Europe have joined forces in order to respond to the growing impact of European policy making in the digital environment. • Lucian Obrocea - bio

  Lucian Obrocea is the president of the Interlan Association. He has been a member of this association’s management team for more than 3 years and during this time he has been permanently connected to all the events occurring in the telecommunication market. In parallel, in the last 10 years, he has run his own businesses in telecommunications (ISP, cloud hosting/computing) and in the online field (video streaming - i-tv.ro, acumlive.ro, file hosting - filebox.ro).

• Florin Grozea - bio

  Florin Grozea is a well-known Romanian artist, co-founder of the pop band Hi-Q. In its 16 years of existence, the band released 8 albums and shot 24 music videos, 8 of which have reached number one in Romania. Florin Grozea has also activated as a presenter both in radio (Star FM, Radio21, Radio Lynx) and in television (Antena1, PrimaTV, AcasaTV, TVR2). Furthermore, in 2006, Mr. Grozea was the first Romanian artist who created his own blog (www.floringrozea.com). Florin Grozea is also involved in the online entrepreneurship, founding the eOk.ro and MashupCulture.net sites, and was invited to act as a speaker in a number of conferences and events

• Remko Bos - bio

  Remko Bos was appointed director of the Consumers, Numbering and Chair’s Office within the Independent Post and Telecommunications Authority (OPTA) of the Netherlands on 1 February 2011. During his years at OPTA, Mr. Bos held a variety of positions such as deputy director Strategy and co-ordination, deputy director Interconnection and Access, head of the Unit Market Analysis Decisions, and director Markets. He has been a member of the board/management team of OPTA since 1 September 2005. Before beginning his career at OPTA (2000), he worked for the Ministry of Economic Affairs, as senior policy advisor on competition policy, and for the Netherlands Competition Authority, in the field of ex ante merger control.

• Frode Sorensen - bio

  Frode Sørensen is a Senior Adviser at the Norwegian Post and Telecommunications Authority (NPT) and obtained a Master of Science degree from the University of Oslo in 1984. Mr. Sørensen has been leading the development of the Norwegian net neutrality policy at NPT since 2007, and has been an architect behind the Norwegian guidelines for net neutrality published in 2009. He is also chairing the BEREC Net Neutrality Expert Working Group since 2010. Frode Sørensen previously worked at Tandberg Data, Ericsson, Telenor and Agder University College and is the author of several books on Internet technology.

• Helena Bäckström - bio

  Helena Bäckström is a Senior Advisor in the Consumer Market Department at PTS. In this role, she supports the Head of the department with strategic analyses within the area of USO, how to reach the goal of ensuring broadband to all households, and in 2012 she also started coordinating the net neutrality activities at PTS. Prior to that, Helena Bäckström was Head of a Unit at the Consumer Department and has also worked as a Legal Advisor at the Department of Network Security at PTS.

• Dinu Malacopol - bio

  Dinu Malacopol is currently the CEO of Digital Cable Systems. His background is in the electronic communications field, where he worked for four national MSO’s broadband telecom providers in Romania (Digital Cable Systems, UPC Romania, Astral Telecom and CableVision), for two national incumbents (RomTelecom/Romania and Bell Nexxia/Canada), as well as for the Romanian Government (State Secretary with the Romanian Ministry of IT&Communications). With a MScEE major in Telecommunications and a Marketing/Strategy MBA, his extensive 25 years background in telecommunications and information technology includes: organizational re-engineering by turning companies into client-centered ones; establishing strategic core differentiation and winning market strategies; organization reshaping and innovation, marketing and customer-oriented initiatives.
